KCTCS CAREER PATHWAYS DATA COLLECTION PROCESS

KCTCS has developed a career pathways accountability process. This process has three components.

The first involves tracking students using KCTCS’s PeopleSoft information system. KCTCS has asked colleges to “flag” students in career pathways programs by assigning a student group to those participants. Additionally, students are tracked as a group by their academic code. KCTCS has also established a data sharing agreement with the Kentucky Cabinet for Workforce Development to match records for KCTCS students with Unemployment Insurance (UI) wage records and to update the wage files for students on a regular basis. This allows KCTCS to track employment, job retention, wage gains and wage growth over time for career pathways students.

The second component of KCTCS’s career pathway accountability process is a set of data collection tools that to capture related information not currently available in PeopleSoft:

  2. Career Pathways Employer Profile Form
  3. Career Pathways External Partner Listing
  4. Career Pathways Internal Partner Listing

The third component is the Mission Integration Quotient (MIQ) tool. KCTCS staff developed the MIQ to assess how colleges have integrated their programs and services in the student support, remedial, academic transfer, occupational/technical, and workforce development areas to improve student completion rates and job placement outcomes. The tool captures information twice a year on each of the Career Pathways during technical assistance site visits with faculty and staff. The tool is designed to quantify the extent to which colleges have adopted integrative practices in the following six key areas:

  1. Employer engagement
  2. Partner engagement
  3. Student support services and tools
  4. Institutional and instructional transformation
  5. Continuous improvement
  6. Sustainability

KCTCS CAREER PATHWAYS PROCEDURES

  1. Requesting a no-cost extension
    A college can request a no-cost extension in writing and send it to Shauna King-Simms.  A no-cost extension should include the new requested end date and an explanation. After ensuring that the remaining funds and the requested end date are reasonably accurate, Terri Scales will change the end date and notify the college.
  1. Requesting a budget revision
    A college can request a budget revision by filling out a revised (and signed) Career Pathways Financial Plan form and creating a justification narrative explaining why the revisions are necessary. The college can send the request electronically to Shauna King-Simms who will work with the college to ensure that the budget revision correctly reflects the request. The request will be forwarded to the Steering Team for review. If necessary, the Steering Team will meet to discuss the request. The Steering Team may engage the college staff in a conference call if necessary. After review and approval, Terri Scales will revise the budget and notify the college.
  1. Requesting an approved year's funds to be loaded into grant account
    A college can request their next approved year's funds by creating a short narrative discussing outcomes, students and employers served, an updated timeline, and a revised projection of students that will be served in the following year. If a college needs to revise the Financial Plan form, the college can submit the revision along with a justification narrative explaining why the revisions are necessary. The college can send the request electronically to Shauna King-Simms who will ensure that the revisions correctly reflect the request. The request will be forwarded to the Steering Team for review. If necessary, the Steering Team will meet to discuss the request.  The Steering Team may engage the college staff in a conference call if necessary. After review and approval, Terri Scales will load the funds and notify the college.
  1. Submitting a new Career Pathways proposal
  2. A college can submit a signed proposal covering the areas addressed in the original Career Pathways RFP, a Career Pathways Financial Plan form, and a budget narrative electronically to Shauna King-Simms. Shauna King-Simmswill ensure that the new proposal correctly reflects the request and will then forward the proposal and supporting documents to the Steering Team for review. The Steering Team will meet to discuss the proposal.  After the meeting, Shauna King-Simmswill contact the college to let them know if their proposal has been approved or to communicate additional questions and/or clarifications requested by the Steering Team. If needed, a meeting or conference call with the college Career Pathways team and the Steering Team will be scheduled to negotiate the plan.If approved, Terri Scales will load the new funds and notify the college.
